As long as Wrathion keeps his distance and doesn't stare long enough to make the dragons uncomfortable, then the Astella and Ostella dragons will have no issues with him observing them! If he fails to do this, these dragons will warn him with their fire breath or blow him away with their wind magic.

However, the Bystella dragons do enjoy being watched! They will encourage him to keep looking.
